A New Era of Excellence: SDO Sorsogon and the CSC’s PRIME-HRM Program

That's why we are actively engaged in the Civil Service Commission’s (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), a transformative initiative designed to elevate public sector HR practices to global standards.

PRIME-HRM is more than just an assessment; it is a mechanism that empowers us to build a culture of high performance, integrity, and accountability among our teaching and non-teaching personnel. It ensures that merit and fitness not patronage drive our decisions, reinforcing our commitment to delivering quality basic education services in Sorsogon.


What is PRIME-HRM?

The PRIME-HRM is a flagship program of the CSC that aims to develop the human resource management (HRM) competencies, systems, and practices of government agencies toward HR excellence. It serves as a comprehensive tool to integrate and enhance our HR policies and operations, guiding us toward being a more efficient, responsive, and strategic organization.


Our Commitment: The Four Core Pillars of Excellence

The program assesses and enhances our capabilities across four critical, interconnected core HR systems, which serve as the pillars of HR excellence for SDO Sorsogon:

  1. Recruitment, Selection, and Placement (RSP): Ensuring that we attract, select, and appoint the most qualified, competent, and ethical individuals for every position.

  2. Performance Management (PM): Establishing a results-based performance culture where every employee's contribution is aligned with DepEd's mission and SDO Sorsogon's goals.

  3. Learning and Development (L&D): Continuously capacitating our personnel through relevant trainings and developmental interventions to enhance their skills and expertise.

  4. Rewards and Recognition (R&R): Recognizing and celebrating the extraordinary acts, innovative ideas, and superior accomplishments of our teachers and staff.


The Journey to HR Excellence: Assess, Assist, and Award

The path we take with PRIME-HRM is structured around three key stages:

  1. Assess
    The CSC will assess the maturity level of an agency’s competencies, systems, and practices in four HR systems: (1) recruitment, selection, and placement; (2) learning and development; (3) performance management; and (4) rewards and recognition. Based on the assessment, a government agency may be classified according to four maturity levels: Transactional HRM – HR assumes personnel function that is mostly separate from agency/business and talent need. Process-Defined HRM – There is a set of defined and documented SOPs established, though it needs improvement. It is characterized by goal-oriented decision making. There is some automated system but little integration of data. Integrated HRM – Uses process metrics for continuous improvement, an HR management toolkit, and data-driven decision making. HR function supports agency business needs. Strategic HRM – HR processes are focused on continually improving process performance. It is also systematically managed by a combination of process optimization and continuous improvement. At this level, HR helps to drive agency business decision on people, data, and insight. HR strategy is already part of the agency strategy.
  2. Assist
    The CSC provides customized technical assistance and developmental interventions according to the determined needs of the agency.
  3. Award
    Agencies may vie for special rewards and citations for HR excellence.


Understanding the PRIME-HRM Maturity Levels

The program uses four levels to chart an agency’s progress toward strategic HR management. Our goal is to continually progress toward the highest level:

Level 2 Process-Defined HRM PRIME-HRM Bronze Award and Accredited Status
Level 3 Integrated HRM PRIME-HRM Silver Award and Deregulated Status
Level 4 Strategic HRM PRIME-HRM Gold Award and the ultimate Seal of HR Excellence

The journey through PRIME-HRM is a shared responsibility involving the Schools Division Superintendent, officials, the HR unit, and every rank-and-file employee.
